List of U.S. states and territories by population

The United States is made up of many places where people live, called states and territories. There are 50 states and one special area named Washington, D.C., where the government works. There are also five areas called territories where people live, such as Puerto Rico and Guam.

We can look at how many people live in each of these places. As of April 1, 2020, during a big count called the 2020 United States census, nine big states had more than half of all the people in the country. On the other hand, 25 smaller states had less than one-sixth of all the people.

The biggest state by population is California, with more people than the 21 smallest states put together. The smallest state is Wyoming, which has fewer people than many big cities in the country. As of 2025, Wyoming’s population is 588,753.

Method

The United States Census counts all people living in the United States. This includes citizens, people who have permission to stay forever, and others who are visiting for a long time. It also counts soldiers and workers far away from home, along with their families, and says they belong to their home state.

Electoral apportionment

Every 10 years, the U.S. Census Bureau counts all people living in each state and territory. This helps make sure everyone is represented fairly. Sometimes, the count isn’t perfect and a few states might be counted a little too high or too low. But these small mistakes don’t change how states get their representatives in Congress.

Based on this count, each state gets a certain number of seats in the United States House of Representatives. There are 435 seats total, and each state gets at least one. The number each state gets depends on how many people live there. The Electoral College uses these same numbers to decide the President and Vice President of the United States every four years. Each state’s votes in the Electoral College equal the number of its senators and representatives. The Twenty-third Amendment to the United States Constitution gives Washington, D.C. as many Electoral College votes as the least populous state, but no more. This means the Electoral College has 538 votes total. The U.S. territories do not get votes in the Electoral College, though people there can join in early voting events for parties.

Summary of population by region

This section shows how many people live in different parts of the United States. The data includes all 50 states and Washington, D.C., as well as five special areas where many people live: Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands.

As of April 1, 2020, the nine most crowded states had just over half of the country’s people. The 25 states with the fewest people had less than one-sixth of the total population.
