The president of the Republic of the Union of Myanmar (Burmese: နိုင်ငံတော်‌သမ္မတ, MLCTS: nuing ngam tau samma.ta., lit. 'President of the State') is the head of state and head of government of Myanmar, which has a full presidential system. The president chairs the National Defence and Security Council and leads the Union Government (Cabinet), the executive branch of the Myanmar government.

The presidency was established in 1948, when Burma gained its independence from the British Empire. Over time, the role changed with different governments and constitutions. Today, the president is elected by members of parliament, specifically the Presidential Electoral College. Even when a civilian government is in place, the president's powers are balanced by the Commander-in-Chief of Defence Services, who has significant control over the country.

The current president is Min Aung Hlaing, who began his term on 10 April 2026, after previously leading the government from 2024 to 2026. The position of president remains one of the most powerful roles in Myanmar's leadership.

Leadership roles

The president of Myanmar is both the head of state and the head of government. This important job started in 1948 when Myanmar became independent from the United Kingdom. Over time, the way this job works has changed. Sometimes, after military takeovers, the president's role was removed or changed. In 2008, a new system began where the president leads the country directly, and this system started when U Thein Sein became president in 2011.

Qualifications

The Constitution of Myanmar lists the rules that someone must follow to become President of Myanmar. To be eligible, a person must:

  1. Be loyal to Myanmar and its people.
  2. Be born in Myanmar to parents also born in Myanmar and be a Myanmar National.
  3. Be at least 45 years old and elected.
  4. Understand Myanmar’s politics, administration, economy, and military.
  5. Have lived in Myanmar for at least 20 years before being elected (time spent abroad with permission counts as living in Myanmar).
  6. Not owe loyalty to any foreign country and not be a citizen of another country.
  7. Meet additional qualifications set for the President and for being elected to the Hluttaw.

When taking office, the president cannot take part in any political party activities.

Powers and duties

The president of Myanmar has several important jobs. One is to forgive or let go of punishments for people. The president can also choose who will lead the country's military. If there is a big problem, the president can declare a state of emergency, but only with approval from a special group of leaders. The president also decides who will work in the government and can choose to remove them if needed.

Election process

The president of Myanmar is not chosen by everyday voters. Instead, a special group called the Presidential Electoral College picks the president. This group has three parts: one with lawmakers from different areas, another with lawmakers from different towns, and a third with members chosen by the top military leader.

Each part of this group suggests one person to be president. Then, all the lawmakers vote for one of these three suggestions. The person with the most votes becomes president, and the other two become vice-presidents. A president serves for 5 years. If the president leaves office early or can no longer serve, the Presidential Electoral College meets again to pick someone new to finish the term.

This way of choosing a president is similar to the rules set in 1947, when lawmakers from different parts of the parliament also voted to pick the president.

History

Before Myanmar became independent, it had two important rules called quasi-constitutions. After independence in 1948, Myanmar created new rules called constitutions in 1947, 1974, and 2008. The 2008 constitution is the one used today.

Before 1863, different parts of what is now Myanmar were governed in different ways. From 1862 to 1923, British leaders managed the area from a building in Rangoon. From 1862 to 1897, a chief commissioner led, and from 1897 to 1923, a lieutenant-governor was in charge. In 1937, Burma became separate from British India and had its own government.

Burma became independent in 1948. There was a president from 1948 to 1962, and again in 1974 and 1988. Between 1962 and 1974 and between 1988 and 2011, military leaders were in charge. The president's role returned in 2011.

The 1947 constitution was made by Chan Htoon and used from 1948 until 1962 when it was stopped by military leaders. The government had three parts: judicial, legislative, and executive. The legislative part was called the Union Parliament and had two groups.

The 1974 constitution was approved in 1973 and created a single group called the People's Assembly. Ne Win became president at this time.

After taking power in 1988, military leaders stopped the 1974 constitution. They tried to make a new constitution in 1993, but it was stopped. They tried again in 2004 without some important groups. Myanmar did not have a constitution until 2008.

On April 9, 2008, military leaders in Myanmar shared their new constitution for the country to vote on in May 2008. Some saw this as a step toward democracy, while others thought it would keep military control.

In 2012, a group that had earlier opposed the 2008 constitution decided to join elections and won many seats, including Aung San Suu Kyi.

In March 2016, Htin Kyaw was chosen as president. He stepped down in March 2018, and Myint Swe became acting president. Later in March 2018, Win Myint was elected president.

After a military takeover in 2021, Min Aung Hlaing became the main leader. In April 2026, Min Aung Hlaing was elected president after giving up his military leadership role.
