The chairman of the Senate of Pakistan (Urdu: صدر ایوانِ بالا, romanized: s̤adr-e Aiwān-e-Bālā) is the president-chair of the Senate of Pakistan. The chairman is chosen by the Senate for three years.
When the president is not there, the chairman of the Senate helps with the president's work. If the chairman is also not there, the speaker of the National Assembly takes over. The chairman of the Senate is the first person to become president if needed, before the speaker of the National Assembly.
The first chairman was Habibullah Marwat. Wasim Sajjad served the longest. Right now, Senator Yusuf Raza Gilani is the chairman. He started on April 9, 2024.
Role and responsibilities
The Chairman of the Senate is chosen by the Senate members to lead their meetings. The Constitution of Pakistan says the Senate picks a chairman and a deputy chairman for three years.
The Senate was created so all areas of Pakistan have an equal say. This helps keep peace and balance among all parts of the country. The Senate works to bring together different regions so everyone feels treated fairly.
History
After Pakistan was created on 14 August 1947, leaders worked on making a constitution. They passed important ideas in 1949 but could not finish before they were dissolved in 1954. A new group made the first constitution in 1956, which set up a government with one house for laws.
In 1962, a new constitution changed the government to one led by a president. But this was replaced in 1973. The new constitution created a parliamentary system with two houses: the National Assembly and the Senate. The Senate started with 45 members and now has 104.
Relationship between constituents of the Parliament
The Parliament of Pakistan has the president and two main parts: the National Assembly (the lower house) and the Senate (the upper house).
The president is chosen by members of both houses and the four provincial assemblies. If the president leaves office, the chairman of the Senate, or the speaker of the National Assembly if needed, takes over until a new president is chosen. This can also happen if the president cannot do their job because they are away from Pakistan or for other reasons.
