The Metropolitan Transportation Authority (MTA) helps people travel around the New York metropolitan area using buses, subways, and trains. While all buses can be used by people who use wheelchairs, many parts of the rail system were built before rules required access for everyone. This means that most stations are not easy for people with disabilities to use.

There are laws, like the Americans with Disabilities Act of 1990 and the New York City Human Rights Law, that say people cannot be treated unfairly because of their disability. To follow these rules, the MTA has been adding elevators to new stations and updating important ones. A plan from 2018 called the Fast Forward Plan aims to make many more stations accessible. By 2024, the MTA wants to improve access at 70 stations, and by 2055, most stations should be easy for everyone to use.

The Metropolitan Transportation Authority (MTA) has been adding ways for people with disabilities to use its main stations since the 1980s. However, much of the MTA's transit system is still not easy for everyone to use.

All buses are designed for people who use wheelchairs, but many train stations were built before rules required them to be easy for everyone to use. This means many stations do not have ramps, elevators, or clear signs to help people with disabilities. The MTA is working to improve this, but progress has been slow.

Rapid transit

New York City Subway

As of January 2025, only about a third of the New York City Subway stations are easy to use for people with wheelchairs. Many stations have special automatic gates to help with this. The MTA tried to make 100 important stations easier to use by 2020, and almost did — 97 were ready, 2 were still being worked on, and one was being planned.

Some stations are getting new elevators that go right from the street to the trains, skipping the usual areas in between. This saves money. But many older stations were built with narrow platforms, making it hard to add wheelchair access. Some stations have a mix of easy-to-use and hard-to-use platforms.

Manhattan

As of May 2026, about 44% of stations in Manhattan are easy to use for people with wheelchairs.

The Bronx

Brooklyn

As of March 2025, about 33% of stations in Queens are easy to use for people with wheelchairs. One station’s easy-to-use platform is only open during special events.

Commuter rail

As of September 2018, about 75% of the stations in the MTA's commuter rail system can be used by people using wheelchairs. Many of these stations are at ground level, making it easier to add accessibility features. Some stations have been updated with elevators to meet modern accessibility rules. About 57% of the accessible stations belong to the Long Island Rail Road.

In the late 1990s, the Long Island Rail Road started changing some stations. Ten stations were closed in March 1998 because they didn’t work with new trains.

In January 2020, the MTA said three more Metro-North stations would get elevators. The Forest Hills station on the LIRR will also get elevators because the ramps there don’t meet current rules.

All MTA buses can be used by people who use wheelchairs. This is because all the buses in use today were built after rules were made to make public transport accessible for everyone. By 2019, most local buses had ramps, and express buses had lifts to help people get on and off.

Before these rules, many buses were not accessible. In the past, some bus drivers did not want to help people with disabilities, and the lifts on early buses often did not work well. Today, the MTA trains all bus drivers to follow these rules, and new buses have systems that let drivers talk to passengers without using their hands. In 2026, the MTA plans to train express bus drivers better so they can use the lifts on their buses more easily.

Access-A-Ride

The MTA also has a special service called Access-A-Ride for people who cannot use regular buses or subways. This service works in New York City and nearby areas. Passengers pay the same $3.00 fare as they do for regular buses.

Access-A-Ride started as a test program after rules were made to make public transport accessible. It has grown over time but can be hard to use because rides must be booked ahead of time, and vehicles sometimes arrive late. During the COVID-19 pandemic, some trips were canceled because of traffic and not enough drivers. In 2024, Access-A-Ride got its first electric vans, and as of that year, it serves about 30,000 people each weekday.

Pilot programs and other assistance

In October 2019, the MTA introduced an accessible station at the Jay Street–MetroTech subway station. This station included special signs for people who cannot see well, pads you can feel with your feet, apps to help find your way, and stickers on the floor to guide passengers.

The MTA also tested a new way to help people who have trouble hearing at the Bowling Green station in early 2020. In late 2020, the MTA created two apps called NaviLens and NaviLens Go. These apps could read bus-arrival times by scanning special codes at bus stops. In early 2024, the MTA added colorful codes outside some subway stations. These codes could show train times and translate signs into many languages using the NaviLens apps. At first, these codes were only at certain bus stops and subway stations, but in 2023, the MTA got money to add them to more places.

In September 2022, the MTA began a test to add special spots for strollers on 100 buses, so parents could keep their strollers open while riding. Even though some people worried this might be unsafe, the test grew in 2023 to include over 1,000 buses.

The New York City Department of Education also has a program to help students learn how to use the city’s subways and buses.

Future accessible stations

Several groups of stations were suggested by the MTA in February 2019. Each group includes at least one station that will get improvements to make it easier for everyone to use, no matter their abilities. There were 24 groups in total: three in Queens, three in Staten Island, four in the Bronx, four in Manhattan, and ten in Brooklyn. By July 2019, the MTA had narrowed down the choices, and in September 2019, they announced 48 stations that might get these improvements.

As of July 2021, many stations in the MTA system are planned to get these updates. These projects are at different stages, like planning, designing, or building. The list does not include stations that are already easy to use but will still get more improvements, like Forest Hills on the LIRR Main Line in Queens.: 201
